WASHINGTON — The U.S. Strategic Command announced yesterday it had achieved an operational capability for rapidly striking targets around the globe using nuclear or conventional weapons, after last month testing its capacity for nuclear war against a fictional country believed to represent North Korea (see GSN, Oct. 21).
In a press release yesterday, STRATCOM said a new Joint Functional Component Command for Space and Global Strike on Nov. 18 “met requirements necessary to declare an initial operational capability.”
The requirements were met, it said, “following a rigorous test of integrated planning and operational execution capabilities during Exercise Global Lightning.”
The annual Global Lightning exercise last month tested U.S. strategic warfare capabilities, including the so-called CONPLAN 8022 mission for a global strike, according to publicly available military documents.
CONPLAN 8022 is “a new strike plan that includes [a] pre-emptive nuclear strike against weapons of mass destruction facilities anywhere in the world,” said Hans Kristensen, a consultant for the Natural Resources Defense Council. Kristensen first published the STRATCOM press release on his Web site,

This is particularly scary, as pre-emptive strikes could target anything we could pheasibly accuse, and then so totally destroy the region as to leave a post assessment of danger seriously questionable. I do not think i like the idea of pre-emption in any case, but certainly not in the use of nuclear weapons.

I think this sounds for too much like we have simply replaced the “red scare” with the “war on terror” and now we are preparing to sink our money into programs that will echo those of the cold war… Since we are the only nation to have ever used Nukes, what deterrence are we really looking at here. Have we become victims of our own paranoia? Do our leaders seriously think that Iran is going to use a nuclear weapon against us? Or is this pre-emption possibly useful against any nation that might threaten any U.S. ally? It is getting scarier and scarier. It is almost as if the lies and deceit that are coming out about the war on terror and everything that surrounds it are being ignored by those in power as negligable publicity damage… Go ahead with project ‘Fuck American Global Image’.
nuclear pre-emption is about the most ruthless devestation posible, given the fact that the last war we got into on a pre-emptive basis was based totally upon false information of weapons of mass destruction. What will happen when we Nuke Iran on false pretenses. Or would that be coverred up, like so much else. Who are we to trust when government is so oblique as to spit hot lies at us and laugh when we question them?

Since we have been stockpiling large numbers of these Nculear Weapons since the early 1950s we have a lot to spare, which is lucky because Russia or China might just decide to fire some at us if we fire them at Iran. Can anyone tell me why Russia and China might not fire Nuclear Weapons at us if we fire them at Iran.

This honestly scares the shit out of me. Just the fact that “supposed WMD sites” are specifically mentioned… that’s fucking bad news bears. Imagine if we’d had this capability back before the Iraq invasion, when our beloved leaders swore up and down that Iraq had the WMD’s and were out to get us. Would we have nuked Iraq? Is anyone going to freak out about this “pre-emptive” attitude when our case for Iraq is falling apart? “Yeah, we thought France had plans to get us, but now it’s coming into doubt. Too bad it’s now a radioactive dessert wasteland that’s causing cancer in surrounding countries. Tee hee. Whoops.”
Makes me want to hang out with survivalists and go hide for the next few decades.
I hope this stuff is so over the top to everyone that even the defense department and weapons manufacturers turn against it. Otherwise, we’re all toast.

I strongly doubt China would sit idly by if Bushco placed any mushroom clouds in North Korean skies. A little too close for comfort.

In my old high school, our history teacher (who I can thank for most of my worldview, as he was very good at teaching critical thinking) had us play a game simulating nuclear war once.
The larger nations had the majority of the nukes, and could fire more each turn. Medium sized nations had many less nukes, and could fire less, and so on. If hit with a nuke, a nation would lose a percentage of it’s population. At the end of the game, the only nations left were the smaller ones that didn’t have many nukes, because nobody bothered to think they were a threat. Even small alliances formed between people in the class ultimately failed :)
I’m not sure how well this example could scale, but in the event of an all-out nuclear war, everyone’s going to be gunning for China, America, India and Pakistan (Russia too, if their’s even fly anymore). Nobody will sit on the fence, because they’re worried their power-base will fall, or one of the sides is already launching nukes from their territory.
We all knew already that the US has a strike-first policy these days, but it will help if you remind your classmates and colleagues how we all thought we were going to find WMD in Iraq. Anyone else think that if they do this, they may blame the lack of evidence on it all being destroyed by the nuke?
